FYI - by "pre-load", they mean attach the spool to the SMB (lift bag)
before the dive, thus making it quicker to deploy the SMB.

I almost left that item off because it was actually just a conversation 
between JJ and me and not something that was specifically clarified in 
the workshop.  It ended up in the e-mail because it originally went to 
the BAUE list and it is something that we had been debating within the 
group.

The reason for requiring the SMB not to be pre-loaded in the DIRF should 
be fairly obvious - it is a skill that students should be able to 
perform.  There may be reasons not to pre-load the SMB, plus there is 
the scenario of having to send up a 2nd SMB (and it is not "reasonable" 
to consider pre-loading 2 SMB's to address this scenario).  So it is a 
skill that needs to be performed and should be practiced on a regular basis.

So why allow it in standard diving?  Well, why not?  :-)  More 
specifically, why make life more difficult if you don't need to?  In 
some environments it is common to send up the SMBs quite regularly. 
While it's not that big a deal to connect the spool to the SMB, there 
are more moving parts here, thus more things that can go wrong - 
particularly accidentally dropping a double-ender.  :-)  If you can 
simplify a procedure with no real "cost" associated, why not do that? 
Note that in the cases where we do pre-load, we also carry another spool 
in the pocket just in case we actually need a spool.  Since I have a 
spare spool and my buddy has a spare spool, the team has 2.  The 
likelihood of needing more than 2 spools on an OW dive is quite low, and 
if it truly is necessary to have more, it's barely more difficult to 
detach the pre-loaded spool than it is to load it up.  So why not 
optimize for the more common case?

position" of GUE.
